(a) Any member of the House can suggest changes to the provisions in the Bill. Whether such changes are accepted depends on the support of the majority of those present in the House.

(b) Only the person introducing the Bill can make changes to it after it is introduced into the House. To permit others to introduce changes would cause the government to lose control of the process.
