2.4. Proposed law in the form of a Bill

 

 

Having decided to enact new legislation, the next step is to transform the policy into a set of rules. The proposed rules are contained in a document called a 'Bill'. Which of the statements below most accurately explains how this is done?

 (a) Having decided on the new policy, the responsible Minister drafts the necessary rules in a document called a Bill and then introduces the Bill into the legislature for approval.

(b) Once cabinet has approved the policy, specialist lawyers employed by the government draft the necessary rules in a document called a Bill. The responsible Minister introduces the Bill into the legislature for approval.
