2.6. Introducing a Bill into the legislature

 

 

The Victorian legislature is Bicameral, having an upper House and a lower House.  The lower House is called the Legislative Assembly, and the upper House is called the Legislative Council. Assuming the new law will be enacted in Victoria, into which of these Houses should the Bill be introduced?

(a) Legislation can first be introduced into either House of a bicameral legislature, except for financial bills which must be first introduced in the lower House.

(b) All legislation must be introduced into the lower House of a bicameral legislature before proceeding to the upper House.

(c) Any legislation can be introduced into either House of a bicameral legislature, and will proceed in turn to the other.
