(c) No. Bills can be initiated in either House of a bicameral legislature, except for financial Bills which can only be initiated in a lower House. Financial Bills are those that involve the raising of taxes or the granting of money to the government.
Whatever House the Bill is first introduced into (referred to as the House of origin), it will then proceed in turn to the other House (referred to as the House of review).
For a Bill to be passed by a bicameral legislature, it must be passed by both Houses. To pass, a Bill needs the support of a simple majority of members (half the members plus one) who take part in the vote.
