(a) Legislation is only valid as law if it has been enacted fully in accordance with all the constitutional procedures.
(b) Even if all the constitutional procedures were not fully complied with legislation was enacted, that legislation is valid as law as long as the intention of the legislature to enact it as law was made clear.
(c) Even if all the constitutional procedures were not fully complied with legislation was enacted, that legislation is valid as law as long as it receives Royal assent.
