If an earlier provision in legislation deals with a specific situation, and later legislation provides a much more general rule then, unless it is clear that the general provision was intended to override the earlier provision, the later general provision does not affect or limit the earlier, more specific one.

This principle is an exception to the 'leges posteriores' principle.
