There are two things to look for to answer this question.

Just below the crest, on the right side of the page, is a line that shows when the bill received royal assent - on the 23rd August 2012.

Section 2 of the Act says when the Act is to begin operating. The Act commences operation on the day after the day on which it receives Royal assent.

Taking the two pieces of information together, you can work out that the Act commenced operation on August 24th 2012. It was therefore in operation when the events in question occurred on August 26th 2013.
