It is correct to say that legislation can first be introduced into either House of a bicameral legislature, except for financial bills which must be first introduced in the lower House.

It is incorrect to say that all legislation must be introduced into the lower House of a bicameral legislature before proceeding to the upper House. Most legislation can be introduced into either house of a bicameral legislature.

It is also wrong to say that any legislation can be introduced into either House of a bicameral legislature, and will then proceed in turn to the other.  Some legislation can only be introduced into the lower house of a bicameral parliament.
