(a)  The Australian states and self-governing territories each have a general legislative power to enact laws with regard to any matter.

(b)  The Commonwealth government has legislative powers that are limited to matters set out in the Commonwealth constitution.

(c)   The state and Commonwealth governments share legislative powers in regard to certain specified matters.

(d)  Where the provisions of state and Commonwealth legislation conflict with each other, state legislation prevails over the Commonwealth legislation to the extent of the inconsistency between them.
