It is correct to say that, in the bicameral state legislatures, the upper houses are called Legislative Councils; while the lower houses are called either Legislative Assemblies or Houses of Assembly.  It is true that, except in the case of Queensland, all of the legislatures of the states are correctly described as ‘bicameral’. 

It is also correct to say that the two self-governing territories have legislatures that are properly described as ‘unicameral’.

 It is not correct to say that the legislature of the Commonwealth of Australia is ‘unicameral’.  The Commonwealth legislature is bicameral, consisting of the House of Representatives and the Senate.
