It is also correct to say that the power of the self-governing territories to make law is given to them by legislation enacted by the Commonwealth government.

It is incorrect to say that the legislative powers that states have agreed to share with the Commonwealth government are listed in the various state constitutions.  The shared powers are set out in the Commonwealth constitution.
