It is also correct to say that state and territory legislation normally applies only within the borders of the state or territory which enacted that legislation.

It is incorrect to say that legislation enacted by an Australian territory applies uniformly in all the Australian territories.  Only the self-governing territories have legislatures and law enacted by any of these legislatures applies only within the borders of that particular territory.  In the territories that are not self-governing, Commonwealth law applies.
