(b) That's right. The principle generalia specialibus non derogant applies and the Warraloo Council is obliged to conduct postal balloting, despite the provisions of the Town Council's Elections Act 1995.

It is not appropriate to apply the 'leges posteriores priores contrarias abrogant' principle, because the later enactment is more general in its terms, and does not necessarily override the more specific provision that governs the Warraloo Town Council.
