There are three references in the Act that indicate that it is Victorian legislation.

The first is the state crest with the word Victoria underneath.

The second is the introductory line just below the crest which says: 'The Parliament of Victoria enacts as follows'...

Both of these things show the Act is an enactment of the Victorian legislature. Its provisions will therefore apply in Victoria.

The third reference is in section 4 of the Act, which talks about any 'sporting contest which takes place in Victoria'. This shows that this provision is meant to have effect within Victoria.
