Yes, that’s right.  This is an example of inductive reasoning.

  • Fact: Paul is 17 years old
  • Conclusion: Because of his young age, Paul should not be held to legal transactions.
  • Rule: Persons under the age of 18 have limited legal capacity

Inductive logic is a process in which a conclusion drawn from specific facts gives rise, by inference, to a general rule.

In the example, the first statement is of a specific fact, followed by a conclusion as to what is appropriate on those facts.  The third statement is the generlaised rule that can be inferred from the first two statements.
