No, that is not correct.  The national laws of many modern states are similar because they are based on one or other of the two major western European legal systems. 

The first of these is the law developed in the Roman Empire from about 753 BCE to 533 CE, which is referred to as ‘Roman civil law’. 

The other is the law developed in England from the 12th century onwards, based on English customs and laws, and referred to as 'English common law'.
