Yes.  It is not true to say that law is ethical by nature. 

One might wish for such a strong relationship, but if you remember that law is defined simply as the rules of behaviour and organisation that the state chooses to enforce, then you will understand that it is not difficult to find examples of laws that offend against ethical considerations - for example, laws that disadvantage a particular race, religion or gender, which ignore the legitimate interests of minorities, or which ignore universal human rights. 

Formulating law that embodies widely accepted ethical principles can be difficult, as illustrated by the debate in the USA over abortion laws.
